Strategy for promoting the Digital Economy in Colombia

The Colombian Govern has been promoting an strategy to acelerate the digital economy development. This session discusses the different elements of the Strategy for the Digital Economy implemented within the Colombian context to develop the public policies and the regulatory framework necessary to promote the development of digital economy, among others, the road map for the regulatory framework, the Digital Economy Observatory, the centers of excellence in appropriation and adjustments made to the institutional environment.

The session will be moderated by Arun Sundararajan, NYU Professor and author of “The Sharing Economy” and it will count with the participation of the ICT Minister of Colombia, David Luna, the Director of the CRC, Germana Drio Arian, the professor Raul Katz and commented by Gonzalo Navarro, Executive Directro of ALAI and Pablo Bello, Executive Director of ASIET.

Education for the XXI Century: Education and Connectivity in the Education System

Cartagena, Colombia | June 22, 2017. 11:00 – 12:30 hours

In this seminar, CAF-Development Bank of Latin America, the Economic Commission for Latin America and the Caribbean (ECLAC) –in their role of technical secretariat for the eLAC process-, and Cisco, have combined efforts to support the governments of the region in developing an agenda that will accelerate the transformation process of the education system through the use of technology and broadband connectivity. In order to approach this challenge it is essential that the governments of Latin America develop solid technology and connectivity plans, for the medium and long term, and in articulation with the development goals of each country, that seek to solve the present obstacles in infrastructure, connectivity, financing and technology implementations for education.

The seminar will be structured into three main sessions: 1) State of education in Latin America and the role of infrastructure and connectivity in the quality of education; 2) Incorporation of ICTs into the learning and teaching process and their use in the classroom; 3) Implementation experiences, case studies in Latin America.

Redefining Regulatory Frameworks to Close the Digital Divide

The technological progress resulting from digitisation has produced countless benefits for consumers around the world. Primarily leveraged by mobile, access to digital content is becoming universal, with more than three billion people connecting through these devices every day. However, the fast-paced dynamism of the digital ecosystem complicates the task of establishing rules capable of maintaining their validity for any length of time. Stringent regulation can distort the market and affect the emergence of new products and services, adversely affecting the underserved in particular.

The GSMA Workshop “Redefining Regulatory Frameworks to Close the Digital Divide” is aimed at regulators, government authorities, regulation specialists, academics and the general public. The main objective is to present the GSMA’s view on the key regulatory challenges concerning infrastructure deployment, tax policies and regulatory frameworks in the region.
